Since 2006 Building Regulations have stated that ground floors in new buildings must be thermally insulation. Adding insulation to suspended wooden floors can help save you money on energy bills. It is not generally cost-effective to insulate solid concrete floors.
New installation regulations may require additional ventilation to be fitted as part of an underfloor install.
A simple and cheap way to keep heat within your property is by laying down rugs and carpets. This keeps warm air in and is a cheaper alternative to floor insulation.

Solid concrete floors must be insulated from above, the simple way to insulate them by laying a “floating floor” on top. This form of insulation is expensive and will require doors and skirting boards to be elevated, as the new floor will be higher than the original.
The cost and level of disruption for solid concrete floor insulation is significant, and we would usually only recommend this during other major refurbishment works.
